What is the non-consolidated payment (NCP) of £2550 pro rata?

The NCP is a one off payment that was agreed as part of the NJC Pay & Grading Review settlement.

Who is eligible for the NCP?

The NCP is payable to all staff who were in post on 1 April 2024, who are on NJC terms and conditions and are paid on NJC grades included in the Pay & Grading Settlement. All support staff who are paid on the NJC pay scales are included in the Pay and Grading Review.

The Pay and Grading Review does not impact staff paid on Soulbury, JNC Youth and Community Workers and Officers on Teacher Related pay scales.

How will the £2550 NCP be calculated?

The NCP will be calculated pro rata according to the actual hours worked during the 2023/24 financial year, up to a maximum of 36 hours per week. This payment wibe subject to normal pay deductions for tax and national insurance.

What are new entrants eligible for?

New staff who started after 1 April 2024 will not be eligible for the non- consolidated payment.

What about staff on Contractual/Statutory Maternity pay or Sick Absence on Full or Half Rate of pay?

Staff on paid Parental Leave or on Full or Half pay sickness absence during 2023-24 will have their pro-rated hours based on the hours they would have worked had they not been absent.

What about staff on Career Break or Unpaid Leave (including sick, maternity and family friendly leave)?

There will be no recalculation of pro-rated hours for staff with any period of unpaid absence during 2023/24. The NCP will be based on paid hours.

How will the NCP be calculated for staff who hold multiple posts?

The NCP will be based on the cumulative hours worked across all eligible roles and employment periods (subject to the maximum NCP of £2550). If an individual has more than one post/job, the combined total hours worked in 2023/24 should be used to calculate the FTE, provided each post is subject to the agreement.

How will term time working be taken into account when calculating the FTE?

The NCP will be calculated based on hours worked over the entire year. For example, if a member of staff was working 15 hours per week for the entirety of 2023/24 their FTE would be calculated by dividing 15 by 36 which would give an FTE of 0.42. If this employee was also term-time and worked 39 weeks rather than 52 they would be entitled to 75% (39 divided by 52) of the 0.42 giving them an FTE of 0.31.

How will the NCP be calculated for staff who receive retainer fee?

The FTE for an individual will be adjusted to include the retainer holiday hours for any retainer fee paid in 2023/24.

Are agency staff entitled to the NCP?

No, agency staff are not entitled to the NCP.

Is the NCP pensionable?

No, payment of the NCP will not be pensionable.

Staff in receipt of a Non-Consolidated Payment (pro rata) – how will this be shown on my payslip?

This will show on payslips as ‘Unconsolidated Payment’.

Agreement was reached on a Pay and Grading Review for staff on NJC pay scales on 13 September 2024. The agreement will be implemented in November 2024and will take effect from 01 April 2024.
